This is a 2 layer tutu skirt with a broad elasticated waistband and coloured trim to the top layer.

 

You choose the colours for the waistband, the top mesh layer and the bottom mesh layer. The top layer's trim will be the same colour as the waistband.

 

As an example the main photograph shows a tutu with lipstick waistband, lipstick top layer and purple bottom layer.
